Role description
Responsibilities As Program Manager for Scenario Governance, you will develop strategies to uphold user experience by ensuring that only safe and policy-compliant products and content are shown on Shoptab Search and Recommendation. This includes proactively identifying and mitigating risks such as fake propaganda, prohibited products, product safety issues, and inappropriate content. You will drive cross-functional strategy and execution with Product, Algorithm (Algo), R&D, and Operations teams to prevent violations before exposure and recall problematic listings quickly if surfaced. This role requires a strong mix of governance judgment, technical acumen, stakeholder influence, and executional excellence. Key Responsibilities: - Lead governance for Shoptab recommendation and search scenarios, identifying and addressing risks (e.g., fraudulent sellers, poor-quality listings, policy violations) - Develop and implement data-driven, adaptive governance strategies that balance enforcement precision with product coverage and ensure business continuity - Continuously analyze ecosystem gaps and pain points, refining governance strategies to improve overall scenario health - Identify inefficiencies in scenario governance workflows and develop roadmap and optimization plans - Partner with Product and R&D to enhance tooling, automation, transparency, and system scalability for real-time enforcement - Conduct and lead root-cause analyses to uncover gaps in coverage and precision, collaborating with Algo and Product teams on systemic improvements - Partner with Legal, PR, GTM, and Policy teams to translate governance needs into seller/creator education initiatives, enabling compliant content at scale - Enable Account Managers (AMs) and sellers with clear guidelines, training, and support to promote self-governance and listing integrity - Act as the governance representative in cross-functional and global forums, influencing roadmaps and aligning priorities across markets and functions Qualifications Minimum Qualifications - 1-3 years of experience in Program Management, Product Strategy, Trust & Safety, Policy, or related fields, ideally in a tech or e-commerce setting - Strong analytical and problem-solving skills, with the ability to derive insights from data and translate them into clear, actionable strategies - Proficient in data analysis and tools, including office software and analytical platforms; familiarity with recommendation/search systems and moderation workflows is a plus - Proven track record leading complex cross-functional initiatives involving both technical and non-technical stakeholders - Excellent communication and stakeholder management skills, with the ability to influence diverse teams and cultures; fluency in Mandarin and English (written and spoken)is required to effectively collaborate with R&D and product teams. - Passionate about governance, user experience, and scalable solutions that protect both users and businesses in dynamic digital environments - Highly adaptable and self-motivated, with a growth mindset and the ability to thrive in ambiguity and fast-paced settings Preferred Qualifications - Experience working with Algo, Product, or R&D teams on detection and enforcement solutions - Understanding of marketplace dynamics and seller behavior in e-commerce environments - Familiarity with traffic governance tooling, content moderation systems, or policy externalization frameworks About TikTok TikTok is the leading destination for short-form mobile video. Compensation may vary outside of this range depending on a number of factors, including a candidateโ€™s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units. Benefits may vary depending on the nature of employment and the country work location.
